Policy Analyst, Law and Legal Issues

The Cato Institute is seeking a policy analyst to support its work relating to civil liberties. This position will require superior research and writing skills. The ideal candidate will hold a law degree, have two years of research and/or public policy experience, and have a few published articles. In addition, the candidate must also be knowledgeable about current issues pertaining to national security, terrorism, and criminal justice. The candidate must have a proven commitment to limited government, constitutional principles, and individual liberty.

Manager/Director of Sponsor Communications

The Cato Institute seeks a direct marketing professional to manage and execute donor communication programs including direct mail, Institute’s annual report, quarterly and monthly donor newsletters, and donor correspondence. The candidate will be responsible for managing relationships with inside and outside providers including creative design, writing and editing, publications, MIS, list brokerage, printing, letter shop, list management and data analysis. Prospective candidates should have a thorough understanding of direct mail fundraising programs and publication production. Position demands excellent project management skills including logistics, budgeting and schedule adherence as well as leadership, both strategic and operational. In addition the position requires strong oral and written communication skills and excellent interpersonal skills, including the ability to collaborate effectively with individuals and teams. Three to five years related experience highly preferred. The successful candidate will share a commitment to the values that inspire the Institute’s mission.

Manager of New Media

The Cato Institute seeks a Manager of New Media to promote Cato research products and scholars via social networking sites, blogs, and other Internet-based outlets. The position will also be responsible for increasing The Cato Institute’s presence on YouTube and other video/audio sharing websites, in coordination with the Multimedia Producer, and will maintain outreach lists of top blogs and Internet-based news outlets and assist with the development of web-based research and briefing products. The Manager of New Media will be expected to organize briefings and other events specifically targeted to web-based media as appropriate. The position requires 2 – 5 years work experience at a nonprofit, government or association marketing or public relations office, a comprehensive understanding of how the U.S news media operates, and a proven ability to promote policy issues and experts to blog and other online media outlets.

Manager of Editorial Services

Free-market think tank seeks writer and editor to polish and place opinion pieces in newspapers, web venues and magazines. Qualified applicants must have at least 2 years of editorial experience. The ideal candidate will be capable of editing/rewriting and handling multiple independent pieces for the specifications of different U.S. and international publications simultaneously, often on short deadlines and without advance notice. He or she will be instantaneously responsive to media requests at all hours, comfortable on the phone, and able to answer questions about sourcing and methodology quickly and accurately. He or she must be able to manage a diverse group of writers, and understand how to help them give op/ed editors the right pieces at the right times. Reporting or daily journalism experience preferred. Familiarity with libertarian arguments a plus; capability of mastering them, a necessity.

Director of Budget Studies

The Cato Institute seeks to hire a Director of Budget Studies. The director will focus mainly on federal spending issues, but may also cover state government spending issues when they arise.

Federal spending consumes one-fifth of the nation’s economy, and has expanded far beyond the narrow confines that America’s Founders envisioned. Cato educates policymakers, reporters, and the general public about the advantages of downsizing the federal government. Both theory and evidence suggest that Americans would be better off if the nearly $3 trillion federal budget were cut sharply. The role of the budget director will be to make the case that overall spending should be reduced, and that many particular programs ought to be zeroed out completely.

The director will write studies and op-eds, commission studies from outside scholars, speak at conferences, and appear on television and radio to discuss these issues. An ideal candidate would possess the following qualifications:

Major Gifts Officer

The Cato Institute seeks an energetic and effective Major Gifts Officer. The Cato Institute is a national libertarian think-tank headquartered in Washington, D.C. Through publications, conferences and events focused on public policy issues, Cato seeks to broaden the parameters of public policy debate to allow consideration of the traditional American principles of limited government, individual liberty, free markets and peace.

The Major Gifts Officer will be responsible for the identification, cultivation, involvement, solicitation, and stewardship of individuals capable of giving at least $25,000. The Major Gifts Officer will manage a portfolio of individual prospects identifying, visiting, evaluating, soliciting, and stewarding each appropriately. In addition the individual will develop strategies designed to engage potential sponsors in ways that encourage their substantial philanthropic investment in Cato and its programs; work collaboratively through sponsor communications and events to secure the maximum gift from all assigned prospects; establish strong relationships with sponsors; prepare proposals and cultivation and solicitation materials, and represent Cato at any or all functions and events as requested.

The successful candidate will share a deep belief in and commitment to the values that inspire the Institute’s mission. Director of Financial Regulation Studies

The Cato Institute seeks to hire a Director of Financial Regulation Studies. Building on our strong foundation in monetary policy, we want to expand our policy work in the area of financial regulation.

As capital markets become more sophisticated, they are simultaneously more crucial to the functioning of a complex economy and more difficult for policymakers to understand. It is the role of policy institutes to study the workings of the capital markets and the burdens imposed on them by regulation and to explain to journalists and policymakers the need for free capital flows. With new financial instruments emerging every day, members of Congress with little understanding of how free-market principles underlie the New Economy increasingly call for restrictions and regulations, from the Sarbanes-Oxley Act to new rules in the wake of the subprime mortgage crisis. New methods of trading, the participation of more and more individuals in financial markets, the shakeup of the old brokerage houses, and the potential unprecedented expansion of participation in the financial market through Social Security reform all raise challenging policy questions. From the antediluvian practices of the Securities and Exchange Commission to the conceit that regulators can improve the workings of stock exchanges, Congress and administrative agencies are either impeding the smooth flow of capital or actively trying to pressure financial institutions to direct their resources in politically favored ways. Errors made by uninformed policymakers can wreak havoc on the economy. Despite the freeing up of the financial marketplace in 1999 legislation, antiquated regulations written over 50 years ago are still ubiquitous and destructive.

The director of this project would write and commission studies, write op-eds, speak at conferences and seminars, and appear on broadcast programs to discuss all these issues. An ideal candidate would possess the following qualifications:

Intern

The Cato Institute is seeking interns for the summer, fall and spring terms. Responsibilities include research assistance to Cato's policy directors, assisting at Cato events, some clerical chores, attendance at Cato events, and weekly seminars and readings. Candidates should be undergraduates, regardless of major, recent graduates, or graduate students who have a strong commitment to individual liberty, private property, free markets, peace, toleration, and limited government. Cato Calls for Papers

The Cato Institute seeks papers and proposals on a wide range of policy issues. The Institute's publications include books, the Cato Journal, Regulation magazine, Cato Policy Report, and the Policy Analysis, Briefing Papers, Foreign Policy Briefings, and Social Security Choice series. A review of the documents at www.cato.org should give you an idea of the subjects that interest us and the style and tone appropriate for policy studies.

Manuscripts should be typed double-spaced, preferably in 12-pitch or pica, on 8 1/2 x 11 paper. Leave extra space around the title and byline. Margins on all four sides of the page should be at least 1 inch.

Notes should be done per the Chicago Manual of Style (Style A). They may be typed at the bottom of each page or preferably at the end of the manuscript. Notes should be double-spaced.
