China presents a complex puzzle to the United States. It is simultaneously a crucial trading partner, a major holder of U.S. debt, an independent diplomatic player, and a strategic competitor. In The Beijing Consensus, Stefan Halper argues that the challenge China poses cannot be understood in narrow military or economic terms. Instead, Beijing has created a rival model to the so-called Washington Consensus of democratic capitalism, which U.S. leaders must confront more effectively. The Beijing Consensus contends that U.S. leaders have not done an adequate job of either understanding the nature of China’s challenge or responding to it. Professor Halper provides a framework for how the United States can better promote its vision of global liberalism and freedom.
