Joshua L. Loucks is a research associate at the Cato Institute, where he specializes in analyzing the economic and budgetary effects of taxation, energy policy, and environmental regulation. Before joining Cato, he was an MA Fellow for the Mercatus Center at George Mason University. Joshua holds a BA in political science from Virginia Polytechnic Institute and State University and an MA in economics from George Mason University.
