Joshua A. Katz

Former Research Fellow

Joshua A. Katz was a research fellow in the Cato Institute’s Robert A. Levy Center for Constitutional Studies. Before joining Cato, he was an associate at Schlichter Bogard in St. Louis, Missouri, where he worked in the areas of ERISA, class actions, whistleblower law, and data privacy. Prior to that, he clerked for Justice Clint Bolick of the Arizona Supreme Court, Judge Victor J. Wolksi of the U.S. Court of Federal Claims, and Judge Paul B. Matey of the U.S. Court of Appeals for the Third Circuit.

Katz’s areas of interest include qualified immunity, property rights and land use, and issues related to taxation. He also has experience with, and interest in, the Seventh Amendment jury right.

A paramedic, Katz served as Chief of Emergency Medical Services for the Town of Hempstead Aquatics Department for several seasons. He has also spent many years as a volunteer paramedic and firefighter in many towns throughout the country. He spent ten years as a teacher, most of those years at the Oxford Academy, a unique prep school teaching all classes 1‑on‑1. His teaching also spanned several universities and colleges, including Connecticut College in New London, Connecticut. In 2013, Katz was elected Planning Commissioner in Westbrook, Connecticut, where he worked to advance and protect property rights. He served two terms on the Libertarian National Committee and co-directed Gary Johnson’s 2012 Connecticut campaign.

Katz holds a JD from Washington University School of Law in St. Louis, where was an Articles Editor on the Washington University Law Review, a member of the Webster Society of Scholars, and President of the Jewish Law Society. He received his MS in Mathematics from the University of Connecticut, where he studied logic and computability, and his BA in Mathematics and Philosophy from SUNY Geneseo.
