Evan Bolick

General Counsel

Evan Bolick is the general counsel for the Cato Institute. He is responsible for overseeing all internal legal matters concerning the Cato Institute and developing policies and procedures to facilitate Cato’s growth.

Prior to joining Cato, Bolick was the director of litigation for the Center for Individual Rights in Washington, DC. He also spent nine years in private practice with the Rose Law Group pc in Scottsdale, Arizona. Bolick was also a judicial clerk for the Arizona Court of Appeals and had roles with the Antonin Scalia Law School at George Mason University, the Goldwater Institute, the Arizona Diamondbacks, the Institute for Justice, Clean Water for North Carolina, the Institute for Humane Studies, the Mercatus Center, the LA Short Film Festival, and Greenblum & Bernstein P.L.C. He has appeared multiple times in print and on television and radio to opine on various legal topics.

Bolick earned a BA with a double major in history and religion and a double minor in film studies and music from James Madison University. He earned a JD from the University of North Carolina School of Law.
