Before coming to Cato, Brown was a reporter at WHAS AM in Louisville, Kentucky, and he directed the KentuckyVotes.org project for the Bluegrass Institute. The project quickly succeeded in convincing Kentucky lawmakers to begin posting their votes online at the end of each legislative day.
Brown holds a master’s degree in economics from George Mason University.
