WASHINGTON, DC – February 6, 2026. The Cato Institute announced today that Kevin Frazier has joined the Technology and Privacy team as an adjunct research fellow. In this role, Frazier will focus on the nexus of regulatory design, innovation policy, and constitutional law as it relates to artificial intelligence.

Frazier brings extensive experience in the tech and innovation space and currently helps lead the AI Innovation and Law program at the University of Texas School of Law while also serving as a Senior Fellow at the Abundance Institute. He also co-hosts the Scaling Laws podcast, one of the leading platforms for AI policy discourse.

Originally from Beaverton, Oregon, Frazier has a BS in economics from the University of Oregon, a JD from UC Berkeley School of Law, and an MPA from Harvard’s Kennedy School. Frazier also clerked for the Montana Supreme Court and conducted a research fellowship on AI.
