Congress is considering a major farm bill to extend current agricultural support programs. With rising federal deficits and new caps on spending, policymakers should be looking for reforms in expensive farm programs. The crop insurance program, in particular, has soared in cost, and because it has no income limits, it provides handouts to millionaire farm households. There is also concern that crop subsidies distort the agricultural economy and harm the environment.
