George W. Bush’s administration pushed relentlessly to expand presidential power at the expense of Congress. In late 2007, in an interview with the Boston Globe, presidential candidate Barack Obama repudiated virtually all of the Bush administration’s most controversial executive power claims. Will President Obama follow through and oversee a more modest presidency that recognizes constitutional limitations?
