This month marks the tenth anniversary of the end of the Persian Gulf War, but U.S. air strikes still occur regularly and Baghdad has intensified its saber rattling. The Gulf War coalition, meanwhile, is fraying at the edges, and in France, Russia, and Turkey, there is growing opposition to the long-standing international embargo on Iraq. In Washington, the new administration has voiced concern that Baghdad is still a force for instability in the region, and there is increasing bipartisan support in Congress to back the Iraqis seeking to oust Saddam Hussein.
